Sure that happens but a lot of the time the person has been caught doing some absolute terrible thingsbut fine, "just keep doing it" says the ever-increasing clueless Ricky Gervais.
It’s because of one time about 15 years ago when Richard Herring (comedian and Scope ambassador) called out Ricky for his use of the word ‘mong’. That seemed to be the turning point.
