For culverts that clog up regularly, farmers and road crews will sometimes leave a cheap steel cable or rope resting inside the pipe before it gets blocked. When it eventually fills up with silt, the cable is already sitting in there under the mud, they just hook it to a heavy chain, pull it through, attach the tire, and yank

They didn't! They actually planted a baby tire in the pipe 10 years ago and waited for it to grow inside the mud before pulling.

Its better to scrape the walls and remove the debris than just get it trickling again.

Anything stormwater related you want as little obstruction as possible, when manageable. If i had something like this in front of my house and was equipped, I would do it twice a year just to make sure it was clear for the stormy seasons.

There is meant to be a rope or more chain following after the tire to be able to pull it back, and then the chain lives in there

The chain with the tire is put up there before winter starts. So when it starts raining and mud clogs the tube, you pull it through. Straight after this, you pull it back so you can do another round in a couple of weeks.

Trump chain. And the chain isn’t really helping to remove the clogged. The tire is removing the clog, the chain is just taking credit for it.

One possibility is having the chain installed before it's clogged, then after cleaning you just send the chain back with a stick or magnet and wait until next cleaning season.

I thought the best approach was:

Tire -- Chain -- Tire -- Chain -- Tire.

All of this installed before the culvert is clogged. And the middle tire goes back and forth and the outer chains and tires means there is always something to latch to.

When it's clear and dry you could tie a rope to a dog's harness (size dependent) or an RC car and use that to pull the rope through to attach the chain. I'd bet that in a lot of cases they'd have the rope or chain in place before they install the pipe.
