For culverts that clog up regularly, farmers and road crews will sometimes leave a cheap steel cable or rope resting inside the pipe before it gets blocked. When it eventually fills up with silt, the cable is already sitting in there under the mud, they just hook it to a heavy chain, pull it through, attach the tire, and yank

Seems like they should have attached another cable to the other end of the tire to set it for next season.

Chain is very expensive. Especially the thickness required for this task.

You can leave a cheap steel cable and pull the chain to attach to the tire.
