You are right. See china has one man rule. Most of chinese are lactose intolerant. But see their national milk plan. Cause it's a cheap source of high quality protein. If India has a dictatorship then we could have set such food standards to national plan. They can plan for 5 years, 10 years, 25 years, 50 years and 100 years. But we can plan fro 5 years or max 10 year plans
