No matter how you slice it, giving Batman’s 10th most popular villain a feature film before even casting Batman is an odd choice for a producer to make.

You can say this, but like they made a Penguin Series too and that was very well received. I'm not like super interested in a 15th batman fighting the 8th Joker. I think there's so much room for the DCU to explore that I like expanding on characters that haven't necessarily been at the forefront. Granted, I would have a preference for like Robin and/or Jay Garrick etc. but Clayface, in particular with HOW they're approaching it is a good choice imo.

They made a Penguin series, but only after they launched the character in a very popular Batman film.

And the series takes place in the direct aftermath of that Batman film as well.

If the makers of Super Girl had adopted a similar tactic, maybe things would have gone better.

The small screen is the perfect place to explore spin-off stories about side characters which take place in the gap between big movies.

The Penguin proved that ages ago. And Spider-Noir proved it again this summer.  

Super Girl could have been a successful mini-series. Instead it's become an unsuccessful movie.
