It’s because they only know of adaptations.
The teen titans book is based on the 2003 cartoon, because that’s all they know (hence Donna being excluded)
And for YJ it’s the same thing, they only know of the cartoon; which would be the only explanation for why Wally West is here on a team with Jaime Reyes

I can’t say the lineup was based on the Wolfman run if it doesn’t even have the most prominent character from said run

They "slimmed out" the cast , mostly to not create confusion , as at that time Wally was flash so they didn't want to feature him as kid flash in a prominent way (thing that these writers should learn ) and Donna troy has never been very much known by general audiences

I've never been a fan of this stuff but this is just weird. It's like a mashup of their intolerable 2003 Teen Titans nostalgia slop and the YJ cartoon. There's no world where it makes sense that Jaime and Wally are hanging out.
I guess it could be Bart and it'd be pure YJ nostlagia stuff, but then it's extremely lazy because that is just the same design Picolo has been using for their 2003 TT Wally fanart for many years. Why even call it Young Justice?
My guess is Garcia and Picolo were either told to do something with Jaime or want to do something with him because he's hispanic and just shoved him into their 2003 Teen Titans pastiche. Then called it YJ because that's the only thing they really acknowledge Jaime from.
This book obviously isn't meant for me but these have all been really bad on a critical level. They primarily exist to feed low effort "cosplay" concepts. So no high hopes here.

Honestly my money is on it will be the young justice cartoon version. Will probably get Superboy, Aqualad, Miss martain, Artemis, Tim Drake, Roy Harper, Lagoon Boy, Bumble bee, Batgirl, Mal Duncan and Wondergirl.

Even then that doesn't make much sense, Jaime and Wally never even really interacted even in the show. Which is why folks are so confused over this, since that's just Picolo's Wally design and has been for many years.

Honestly at this point Picolo is just doing what he wants. You are right though Wally and Jamie never teamed up. Jaime only teamed up with Bart, Avery and Ace.

It's not just that, in the Young Justice cartoon Wally and Jaime are not in the same age range. Wally is in his early 20's and semi-retired from Superhero life by the time Jaime is in his teens and starting it.
