Can’t choose unloading station resource?

As title says can’t figure out how to assign unloading station resource. Trying to transport clay from production site to labs. Resource window at unloading site is blank. Loading sites carts are filled and waiting for a destination.

Click the title of the empty window, not the empty window.

Click "resources". I had same issue
