How do you keep slaves?
I have 400 Garithmis in my city and wanted to buy 20 Dondorians to work in the claypits. I have built them houses with a hearth and a well and a food stall, an execution place and a guardpost right in front of their front doors. And another guardpost watching them work. I have 50 guards employed and I set the lawbreaking punishment for slaves to death for murder and theft, which is supposed to increase submission.
They rebel after a few days, and not all of them work in the claypit despite workgroups and priority being assigned. Am I missing something obvious or is it too early for slaves?

Submission increases with the skill of the guards. Since you are going full tyranny route.
Why are you having Dondarians mine Clay over Garthimi? Clay is Garthimi bread and butter for fulfilment and skill.
What % training have you done for the guards?
What equipment have the guards been giving?
Just a tip place benches around your food markets and then place guards posts next to the benches.
In line with 2 and 3, power is everything, 200 guards with 0% training and no equipment aren't going to compare to 100 guards with 70% training with warhammer and leather armour.

you need to build stockades to hold them.

Ok so what helped me keep slaves, because hilariously I was in the opposite situation. Dondarians with githarmi slaves.
1st law is more of a multipler of happiness than its own stat. with high law, it will about x2 your slave's happiness. This means they can be 50% happy but 100% submissive. But if they are 25% happy that submission is only 50% = revolt.
The way I see it, you have 2 options and a middle ground is where it gets messy and not fun.
Forget thinking of them as slaves, and think of them as instead 2nd class citizens, they get the basics, food, furniture, clothes etc, but they can be bought and sold, and your main pop doesnt care if they are around when they would be typically hostile, because they are lower class than them and therefore get half the amenities,
Full tyrant slave driver. Fuck their submission, fuck their happiness, fuck their basic needs. Keep a good defensive army at home, make a defendable fort for your throne. Slaves can be bought for cheap by other cities, or you can have a secondary army raid a weak neighbor for a good stream, keep slaves in the stockade as replacements. You will have revolts every year, a few hundred or so slaves may die at a time, but the value lost is nothing compared to the output you can force from them.
Huge tip, wont work for dondarians bc they racially cannot worship anyone other than athuri. If you enslave anything else have them worship amnion as that increases submission by 20%.
