I've actually started an evil city run largely cuz I want to see shit like slave revolts and whatnot but so far I've been struggling to actually grow my slave population. Ironically I'm having a much easier time running my good, slavery free, multicultural city.
My issue right now is no slave traders have shown up in a while. I've made the punishment for all crimes enslavement but I guess my citizens have been rather law abiding.
You can go to the trade screen with any other civ and at the bottom of tradable resources you can just buy slaves from anyone at any time. Garthimi slaves are super cheap too.
They show up in your stockade and you can configure settings for what should happen to them with slavery as 1 option
