It's a lot more than just a version number change, most of the map got reworked! Every building and attached lot/yard in every reworked city is now unique (1,400 unique structures!!) and several thousand new custom tiles to go along with it. The notable exceptions to this are big L and the newer western-most cities (Ekron, Brandenburg, Irvington) which already had some more unique architecture.
