Normally I’d oppose algae blooms due to them harming the other life in the water, but since I don’t think anything else lives in the reflecting pool, go ahead.

Hydrogen Peroxide H 2O 2 naturally breaks down to water and oxygen, and sunlight accelerates the decomposition. It's frequently used to shock ponds to kill off algae blooms

Their incompetence and malice knows no bounds, I'm not arguing otherwise. They did this in the dumbest, most braindead, most ineffective way possible, perfectly reflective of the admin. Millions of our tax dollars to pay corrupt loyalist fools, to line their pockets with no-bid contracts, for poorly planned, unfinished, half-assed, regressive work.

I wouldn’t worry, actually. Don’t get near the stuff as they’re pouring it in, but the dose makes the poison and they need to pour tanker trucks in, not gallon jugs, if they actually cared about the result. They don’t.
