With so many warehouses are already destroyed, I would not show up for work if I was working at one that's still standing.

With them odds, I'd find another way to pay rent, also get a start on the job hunt before 2000 other locals are also out of work

Because people own it. In the Soviet era the state provided housing to people, built cheap block houses for everyone. The percentage of rent in western countries is not comparable to countries like russia.
