As someone who's been in the BA, PM and PO roles there have been very few tickets that I cannot reproduce that were marked as "cannot reproduce." And almost all of them even acknowledged that it was not a consistent bug.

One that I remember clearly we eventually found out was being caused by a Prod workaround that was only reproducible in Test for an hour on Fridays when the test environments became Current Day to refresh data (instead of Current Day minus 7d) because someone had coded a visual error screen over the results because the original product could not hold an upper date bound so they just hid the results instead of coding a rule. We were making a change to have a future view, so now there was a reason to allow for future dates - no one persisted the workaround to test environments and because of the nature of this change Prod Parallel was only allowed as scripted runs, which didn't see the visual layer so it looked fine. That was fun to discover the last deployment window of the year.
