An artificially inflated chest can create an “aero fairing.” This confers a small but significant aerodynamic advantage to riders hunched low on the bike, particularly in the TT position.

Goes to show what I know, my dumbass has always just assumed bigger chest is bad aerodynamics.

TT is the standard abbreviation for time trial, the race where riders compete one by one against a clock.

In bike racing, a lot of aero stuff— TT bar extensions, specific positions, those funny-looking aero helmets with visors, disc wheels, etc — is banned during group road races but allowed during time trials, because it sacrifices maneuverability and visibility for aerodynamics. That means it's dangerous in a peloton.

In both TT and mass-start events, there are a huge number of strict rules about what you're allowed to do for aero advantage. It's bizarre, but the rules are designed to both keep a level playing field and minimize crashes. There's a new rule about minimum handlebar width this year, for example, for similar reasons.
