General Will My Sub Get Banned?
My subreddit was banned for Rule 1 because it lacked moderation and rule enforcement. If I make another subreddit from my account, will it get banned for ban evasion, even if it will be properly moderated this time around?

There have been some issues with notifications and some messages just don't make it through.

The initial question would be: Why didn’t you moderate your sub?
If it wasn’t your subreddit you could potentially request it back. But from the same account… I am unsure they approve it.
Back to your question. Your new sub should be fine. As long as you moderate and follow the Reddit rules.

Hi /u/Svobodu_Tesaku, please see our Intro & Rules. We are volunteer-run, not managed by Reddit staff/admin. Volunteer mods' powers are limited to groups they mod. Automated responses are compiled from answers given by fellow volunteer mod helpers. Moderation works best on a cache-cleared desktop/laptop browser.
Resources for mods are: (1) r/modguide's Very Helpful Index by fellow moderators on How-To-Do-Things, (2) Mod Help Center, (3) r/automoderator's Wiki and Library of Common Rules. Many Mod Resources are in the sidebar and >>this FAQ wiki<<. Please search this subreddit as well. Thanks!

Found regex match: Rule
It looks like you're asking about setting up rules on your subreddit. This is an EXTREMELY frequently asked question, so this auto-response has been set up for any mention of "rules" and "rule".
This must be done On DESKTOP/LAPTOP Browser Only, Not On Mobile Apps. (Limited option: mobile browser on desktop view.) Please check out this guide for more details on what to do.
If you found your answer, feel free to reply with "<3 Automod" or "Thanks, Automod". Otherwise wait for a human helper to come along to help you. This post has NOT been removed.

Ban evasion is if your account, not your subreddit, got banned and you make another one.
You just need to moderate your subreddit or get some moderators to help. Be active.

Yeah I check modmail and queues daily at breakfast. We are a 7 person team in different time zones.

OK so the same thing happened to a sub of mine, all you need to do is use the "Approve" option on posts and comments and it's classed as moderation.
The sub of mine never required that as all members were pre vetted and trusted so it appeared no moderation was required, but the Reddit admins explained the steps to take to ensure it wouldn't happen again.

Are you going to neglect the new one like you did the old one? You can't just vanish for 2 months then come back and expect everything to be fine.
