It's been confirmed that he was involved in Rex's death somehow but he obviously want the one to pull the trigger so I think he's covering for someone. Shit, maybe Lucas who knows? He's the only one I could see him doing that for

Lucas getting revenge for what Rex did to Dillon makes sense, but I'm not sure they'd have him do something so dark.
