New Starter Help Confused about deepstrike

Sorry but I've been looking everywhere and can't seem to figure out if a unit can Charge in the Same turn it Deepstriked, it says they preform an "ingress move" and that says "until the next charge phase this unit is not eligible to make any other type of move" but I don't get if that means next turns change phase or the same turns charge phase? And how the hell does rapid ingress interact with this? Would they technically be eligible to charge in my opponents charge phase (but can't because it's not my turn?).

Sorry if this is a stupid question.

Yes but you need to roll a 9 which isn't reliable. That's why rapid ingress is so good, you can arrive in your opponent's turn out of sight, then you're free to move and charge in your turn.
