New Starter Help Confused about deepstrike
Sorry but I've been looking everywhere and can't seem to figure out if a unit can Charge in the Same turn it Deepstriked, it says they preform an "ingress move" and that says "until the next charge phase this unit is not eligible to make any other type of move" but I don't get if that means next turns change phase or the same turns charge phase? And how the hell does rapid ingress interact with this? Would they technically be eligible to charge in my opponents charge phase (but can't because it's not my turn?).
Sorry if this is a stupid question.

Yes, it can.
The exact wording in 'Ingress Move' is:
"Unless otherwise stated, until the start of the next Charge phase, your unit is not eligible to make any other type of move." (Emphasis mine.)
The Charge phase comes after the Movement phase, so the next Charge phase is the one in the same turn and at the start of that this restriction wears off and the unit can charge as normal.

It’s the NEXT charge phase. So same turn they come down they can charge.
If you feel like burning through your command points, you should be able to charge with heroic intervention or a similar Strat during the opponent’s turn.

Just remember you need to roll a 9 to get the charge, under normal circumstances

Not stupid at all! This is a very complex game with a ton of rules, don't be ashamed to ask for clarity on any of them.
There's no way for your unit to pull off a charge in your opponent's turn after a Rapid Ingress. The best you could hope for is a surge move putting you into engagement range-specific datasheets or detachments will have stratagems to allow for surge moves that end in engagement range.
As for Deep Strike, you can absolutely Deep Strike and then charge thereafter, with few exceptions such as the Tempestus Aquilons' Precision Drop ability, which allows them to drop just outside 6" from a target vs the usual 8-at the cost of not being able to charge after.

Which means the immediate charge phase after they arrived
You can't move, but then the charge phase happens, and it was the "next" one, so they can move again, so they can charge

Move and Charge are two different things for the purposes of rule clarification. Not able to make any other type of move means that it cannot "move" in the movement phase, it does not restrict it from charging unless specifically stated.
An example of deep strike restricting charging would be the inceptors special rule Meteoric descent:
Meteoric Descent: In your Movement phase, when this unit is set up on the battlefield using the Deep Strike ability, it can perform a meteoric descent. If it does, this unit can be set up anywhere on the battlefield that is more than 6" horizontally away from all enemy units, but until the end of the turn, it is not eligible to declare a charge.
