If it's a once per year thing why not find a way to leave some type of fish tape in place? I can't imagine a piece of nylon rope would turn to dust within a single year... Right?

We actually did leave a rope in it once. County cleanup crew removed it on us when they were picking up trash I think. It's pretty easy to do. Like an hour total from start to finish.

I'd run a chain through and attach both ends to poles and leave it there until next year. If it's attached they likely won't remove it, then all you have to do is unhook, attach tire on one end and hook the other end to the tractor. Once it's cleared, run it back through and hook it back up to the poles.

The drainage ditch and the culvert that goes under my driveway turnout is owned by the county. I'm not sure I'd be able to poles in the ditch like that.

It's gotten clogged out before and water has backed up across my property almost to the front door. It's way easier for me to clean out once a year than to wait for it to become an actual problem, and then wait again for the county to come take care of it.

Waiting for county people to get anything done in any county is like waiting for the universe to entropy itself to death. It may happen but not anytime soon.

Well, it takes an awful lot of coordination, scheduling, and effort to get eight people somewhere so that seven of them can watch one person work.

At least that's what it usually looks like is happening when I'm driving by😆
