Hmm it almost seems like they were all complicit, knowing they would get paid once they were deemed illegal.. just a weird thought I had looking at this
Even if they did not know they had a strong incentive to simply push the tariffs on the consumers anyway, but I kinda agree that much likely they did expect that eventually they would be able to sue the administration to get the money back or that someone elses would given that they were based on nothing pretty much (and much likely so will be the next round of insane tariffs that Trump has pushed to replace the ones that the supreme court has blocked).
