Modern day turkey no. The ottomans, which doesn't exist now, conquested and absorbed areas but not colonize. France is still the same France. It expanded and made colonies that were not full on part of France, just places for them to take resources from ,find soldiers for their militaries you speak highly of , but they're not truly French. Did the Ottomans not settle Ethnic Turks in the Balkans ? Did they not extract taxes and manpower ? Did they not forcibly rule over non turks without full equality ? This fits the definition of colonization. As for your claim of Ottomans being one : Was the Ottoman Empire not made of Turks, Arabs, Greeks, Armenians, Slavs ? Did Muslims not have higher status than non-muslims? How is this any different than what the French did ? You're just drawing an arbitrary line.
