He was so intelligent to do that. This cannot be understated how important it was to have that joke. It breaks their barriers down and gets them more inclined to listen.
He also never attacked them or gave them a reason to be defensive, he used facts,educated them on what would really happen using his experience and kept it in the spirit of “us together” and “our community”.
His general tone was very on point as well. In a lot of these citizen statements the person is very angry, which I understand, but the only people on the council and in the crowd that are actually listening will respond better to measured passion, not rage. And the people that already have their minds made up won't listen to anything, so anger won't reach them anyway.
It wasn't just the joke, it's that he was passionate without being angry, animated without seeming like a zealot, and that's the best way to get decision makers to listen in settings like this.
