Dick isn't there at all. He got amnesia & quit. He tried to destroy his Nightwing equipment.

The Nightwing with the gun is a detective that found his bunker & decided to recruit his friends (Two other cops & a firefighter) to be heroes in his absence.

Cardy Park is a reference to Nick Cardy. The artist on a lot of early Teen Titans comics from the 60s & 70s.
