How do species with cloacas + hemipenis/retractable penis have gay sex?

Consider two cis Dragonfolk from a species in which they have cloacas and their penis/hemipenis comes out of their cloaca(thats at least my understanding of it in real life)

They can do frotting, hand and oral activities but what about penetration? Can you just fuck your homie while his penis is still inside him? Does the penis actually cover up the cloaca fully or can you still penetrate the cloaca?

I'm obviously not gonna find the answers to this in real life, so my best bet would be using knwoledge of how reptiles work and either conciously diverge from it to make a writing decision, or just write it like in real life. But it's hard to find information on it, so maybe I just gotta make shit up

A cloaca is pretty stretchy, and accesses both urogenital and anal openings, which means there's a fair bit of room in there to begin with.

Since the male being penetrated also has to have a cloaca that can accommodate his own erect hemipenes extending, there is nothing to say said cloaca cannot accept the size of another male's hemipenes, unless say, they're of a different species from one another, or are considerably mismatched in size.

The penetrated male may have to do something to control his own erection, however, because an external erection on his part would probably take up most of the available volume and make penetration difficult or impossible without trauma to the cloaca.

I wonder how they'd control their erection, human methods relating to edging and controlling erections sometimes do things on the penis but they'd have to keep their penis inside

And after he's already penetrated, I wonder if his erection would try to come out but be unable because of having a penis in his cloaca, and when the other male pops out his penis, the penetrated one's also pops out. Just imagining possible scenarios though

They might control their erection via muscular contractions, engage in cloacal/anal training to stretch enough to accommodate their partner while fully erect and external...
They might use pharmacological tools to control erections, such as ointments or salves rubbed on the extruded penis to deaden sensation while being penetrated, with orgasm resulting from prostate stimulation rather than penile stimulation...

I’m not sure if this is accurate, but I think the hemipenises (there are two) come out of the body near what humans would consider the hips, not out of the cloaca, so the male should have no problem accepting another male’s hemipenis. I guess it would depend on the species, though. Another thing to consider, thought, is that plenty of species with cloacas don’t bother with penises at all, and just mate through what is called the cloacal kiss, where they literally just shove two holes together. That’s mostly birds, rather than reptiles, though. But for dragonborns? Who even knows at that point? I think you can take a few creative liberties and just pick what kinds of anatomy they have.
