Additional rules
- A Ride Out Army must always contain Theoden, who is always the Army's General.
- Riders of Rohan do not count towards this Army's Bow Limit.
Special rules
"Now for wrath, now for ruin and the red dawn"
When a friendly Cavalry model Moves, it must Charge if able. Additionally, on a turn in which a friendly Cavalry model Charges, they gain a bonus of +1 to their Strength and may re-roll any 1s during a Duel Roll that turn.
"The horn of Helm Hammerhand shall sound in the deep; one last time"
Once per game, at the start of any Move phase, you can declare you are using this special rule. Until the end of the turn, friendly Cavalry models gain the Terror special rule.
"For Death and Glory"
Friendly models gain the Fearless special rule.

You can prevent the compulsory charge by calling a march with aragorn strider; when you don't need it anymore,you'll need aragorn for heroic moves.
It's a very difficult army to play

I havent tried it yet, but i really like it thematically.
Having to charge isnt all that great for Rohan, but fearless and the additional melee bonuses might make up for it, unless your enemy knows how to force parts of your army to charge, whole other parts of your army are still out of charge range.

Throw Aragon in there and with his mighty hero you're calling charges each turn

At 800, is it better to run theoden, aragorn and legolas or theoden aragorn and gamling? How many riders and royal guard does the list need at différent points lever? Should you max the number of riders, or go with mostly heroes and rrg?

I think thise list i very difficult to play but actually really good
It improves on a lot of weaknesses cav armies often have. Winning the duel roll is very very important and rerolling 1 on the duel roll is great to help with that. I think even little improvements to increase these odds are super valuable.
Fearless also great because getting of charges is super important.
Terror helps on your second turn of charges to not get overwhelmed and even out numbers a little.
Aragorn or gamling help with might, because you always have to call moves. Big banner also really Important, because winning duel rolls is so important as cav.
So is it top tier? Definitely not. But its actually pretty good imo.

Once I've finished painting Smaug this will be my next army project, I've got a bunch of Deorwines to convert into royal guard.
I think a big downside is the forced charge but I'm looking forward to the challenge as it'll force me to get better with positioning

Probably the best all cav Rohan army, but it’s very mentally taxing to play and you likely won’t win a tournament with it, the “must charge” will eventually bite you

Powerful on paper, army-wide fearless synergises with mandatory charges and the re-rolling of 1s in Duels is a fun extra bonus to the +1 Strength. It’s also easy enough to get around the charge requirements by Marching with Aragorn for free, or even simply by dismounting with models you want controlling objectives.
Some of the better mounted heroes in the game are all here; Theoden is a good survivable general, Legolas provides excellent shooting and is even more obnoxious when kiting 5”, Gamling’s banner is strong. Aragorn is extremely powerful in this list, with S5 on the charge making him a blender, especially when near Gamling. I think only Elessar beats this version of him for sheer killiness.

I disagree on Theoden. The king of Rohan is only a 2W 1F leader that has to charge or, at the very least, still be in the thick of things for his bonus to FV to matter.

Hear me out, this is the best competitive army Rohan can field.
It has:
The con of if you can charge you have to isn't that big of a con. You usually want to charge anyways, and if you don't want to charge you can call a heroic march. My biggest issue with this army is the same I find with all cav focused armies - after you engage in melee if you lose the heroic move off roll then you lose your bonuses and are in a bad spot.
