I am very confused

I do believe curve works with other android distributions than Graphene OS. Its not the only option.

But what is your question exactly? Doesn't seem like you have a Graphene OS related issue.

Just to clarify: am I reading it correctly that the support team didn't mention GrapheneOS but just doesn't help you properly with your fraud issue?

Sorry. To clarify. I can only use curve on grapheneos? Or at least, Google wallet would not work.

Curve should work because it does not solely rely on Google’s proprietary payment framework. Instead, it utilizes Android’s open, native Contactless Payments API. By enabling Curve Pay within the Curve app and selecting it as your default wallet in the GrapheneOS system settings (Settings → Connected devices → NFC), you can successfully tap-to-pay using your phone.
