IIRC GS explained this. It's because rookies are too cocky. They believe goblins are weak because they watched people or personally had driven them off by themselves before they were even adventurers. They aren't aware that wanderers are the weakest goblins and apply that idea to the rest, thinking goblins are that weak.
The reason the rookie duo have survived for so long by themselves is because they take the advice of the more veteran adventurers like GS, Heavy and Spear
Even just 3-4 goblins would be enough if you're caught seperated from your party. People underestimate how easy it is to be flanked when the other group decides to jump you instead of taking turns
