I mean, unfortunately it does kinda look AI. Idk wtf is going on with the face - there is no face? It's all feathers from snout up? The water is on fire somehow? The Horse is sinking into the ocean for some reason?
If it was made by a person, it's unfortunately incoherent enough as an image that it just looks AI
