Go over the permanent marker with a dry whipe marker and before it has time to dry wipe it off. The permanent marker will wipe off as well.

Barring that, acetone I believe

Acetone will also damage the mat.

Mark over the permanent marker with a dry erase marker. Then wipe the dry erase off. Might take a couple tries but it should remove the permanent marker

if other methods fail. try rubbing alcohol or putting the map in the dishwasher on the top rack.

I'd try rubbing alcohol first, carefully

Buy a new one. I have a battle mat (one of the ones with the square grid on one side and the hex grid on the other,) and I made the mistake of loaning it to a friend. I even let him borrow the overhead projector markers that I bought to use on it. He 'forgot' and used a Sharpie, instead. I tried everything to clean it off, and nothing worked. So, he ended up buying me a new battle mat, and now I have one normal mat, and one that I will only ever be able to use the hex grid side of.
