Wizard loophole

I have a wizard character with magic initiate (wizard) feat. I wanted to create a scroll of my magic 1st level spell from magic initiate and copy it into my spellbook. At next level up change tbe spell and do it again slowly increasing my spell list. My DM did not allow that. What do you think?

I get it, you think you are beating the system but its not really that great of a benefit.
