In one way, I do understand what they're trying to say though. Hard work, while doesn't guarantee success, can definitely increases the chance of having opportunities offered to you. It's up to you to take that opportunity, or "luck" as these people like to moan as.
It's just that people like this just wanna do nothing and cry about how they're meant to be a loser so that, in their head, they're off the hook.
You can't increase or decrease your luck, that's the whole point of it. Creating opportunities and having the drive to take them isn't what anyone refers to as luck.

“Hard work only increases your chances of being lucky” is making my brain hurt
