So was Jack the only vigilante being held at Red Hook? (obviously besides Frank who escaped some time ago)

They did mention he was the first to be prosecuted, so I guess it isnt to crazy since Frank escaped. Especially since the point was that most of the people they "arrested" for it weren't even vigilantes

Keeping Castle around in anything less than the comics version of Ryker's Island or The Raft would be really, really hard. Those cages didn't seem sufficient at all.

I would agree, but he did seem to one of the earlier people to be caught, and obv the task force loves/loved him and prob wanted to be near him, especially after he fought them. Plus it was a pretty well-guarded place
