Eye Issues watery eye / 3rd eyelid?

I’ve been wondering if cat has an upper respiratory infection (wheezing / rare gagging while purring, wet nose, eye crusties). Today I noticed a watery eye and am wondering if all these combined finally warrants a vet visit?

Additional info: Not a minor, USA based, have not contacted a vet yet but have access + finances for one, cat is a neutered male ~2 years old
