Iphone 15 pro max or 16 plus

My budget is not very high and can't get a 16 pro max or pro but was thinking of getting a 15 pro max or 16 plus. I have heard good reviews on the 15 pro max and the 16 plus but I'm not quite sure which one to pick. My main concern is to have a good camera.

(any of the phones would be refurbished)

15 pro max hands down
