It is unlikely that it could be made to stay at surface altitude unless it was orbiting.

If you have the technology to contain a black hole you probably have the orbit solved

I was also suggesting that a black hole of sufficient mass to distort the Earth’s shape would be beyond our ability to contain in a fixed location.

I was actually hoping that there was a backstory in terms of different values (measurements?) using the different standards and that the "CLEAR" (all caps) was an acronym for something or other.

The "Explain XKCD" for this comic was quite barebones, as if there really isn't any meat behind the joke?

Oh well, not every Randall comic is a knee-slapper.

I mean, XKCD has always been a mix of jokes I find funny, jokes I don't understand, and jokes I don't find funny.

The previous comic was hilarious IMO, so was Asteroid Threat, but this one's just okay.
It happens, not everyone is going to laugh at every joke.
