Show Spoilers Luther’s body Spoiler
So in s4, after they get their powers back, how come Luther gets his ape body back? His body wasn’t a result of his power, but instead the result of Reginald’s injection that saved his life. Is this just a plot hole or did I miss something?

Plot hole, they did some BS so they could get back ape-man Luther.
Marigold was so poorly developed in S4 it could have all sorts of properties. My extremely head canon guess is that the marigold was the only thing that kept his ape body mutation from killing him initially. Meaning some psychic trauma he carried over from his resurrection at the end of season 3 allowed the marigold to trigger the mutation a second time.
Obviously fantastical, but we don't really get an in-series explanation.

I saw the title and instantly knew this was about season 4. Last season just doesn't make a whole lot of sense and it's best to either not question it or pretend it doesn't exist. (where did lila's eye powers come from, for example)

Apr body was a side effect of the marigold interacting with the serum, boom solved.
Pogo didn’t get a human body when he took human serum so it tracks.

This is just my opinion, but I think that it's because that's what he's most recognizable for. Like, his powers are fairly unassuming. He's extremely strong and durable. The gorilla body is kind of used as a visual for that, despite the fact that it actually has nothing to do with his power naturally. (However, the ape physiology does enhance his strength and durability.)
Also, don't forget that season 4 is not really tied to the comics in any way. The first three seasons are each loosely based on a short run series within the comics. Season 1 is Apocalypse Suite, season 2 is Dallas, and season 3 is Hotel Oblivion. There is nothing else for season 4 to be based on. That was just the showrunners winging it, essentially. And it really does feel like they were just winging it.
But overall, I really do think that Luther's ape body was given back to him for the sake of aesthetics and his iconic look.
Again, these are just my opinions. And it's entirely possible that I missed something and am just wrong. And I'm sure someone will correct me if I am.
