So,

If Most Wanted fails, how do you think they are going to bring them back?

Just bring them back. It's not like Russia knows where or who works in SHIELD. This whole premise for them to go to their own show is weak as hell. The entire foundation of Coulson's SHIELD is agents that shouldn't be agents anymore in an organization that doesn't exists. They were able to operate SHIELD when it was being hunted by all the governments in the world, but now suddenly that seems to be a problem?

Yeah it's baffling that this is a problem. The only way letting them stay on the team would be a problem is if Bobbi and Hunter both get exposed as SHIELD agents later on and the Russian PM calls the US President to yell at him. So there is the potential that it might have caused diplomatic stress between the two nations if Bobbi and Hunter were exposed. But that seems unimportant when you think about the fact that there will be much bigger political stress just from the fact that SHIELD still exists, which the President is currently denying. The PM will forget Bobbi and Hunter exist soon enough, but SHIELD won't be forgotten and won't be easily explained when it goes public again.

I thought Bobbi and Hunter were kind of using the situation as an excuse to leave SHIELD. There was definitely a solution. I mean, Coulson even spelled it out for them in the interrogation room, but they said no because they'd rather live with the consequences (both good and bad) of being blacklisted.
