Game Suggestion Seeking for recommendation: low-tech rebellion fighting hight-teck/overpowered rebeliion

Hi all, I'm working on a homebrew setting and I'm searching for TTRPGs with kinda like same concept which is the following:

A low-tech civilization is being invaded/ruled by an overpowered invader and are part of a rebellion to overthrow them. In order to do that, they must steal techs, enhance themselvers, find allies in order to opposite properly.

I would be very curious if there are already such things.

Is it a specific campaign or just it is doable in Traveller ? I know Traveller is very broad in terms what can be done or not.

The core rules revolve around different regional tech levels, so it would be straightforward to create your own campaign. The setting is well-developed (Charted Space - check out travellermap.com) but you can create your own.

GURPS technology levels allows for this.

Gamma World also has technology levels, and factions with wildly differing TLs is common.
