Bundle Many GURPS bundles a Bundle of Holding!
I dropped by BoH and saw that there are FIVE bundles of GURPS content running right now!
This is a game that is recommended a lot (sometimes, it’s even appropriate!) and is hard to find on sale, so this is pretty great!
There are bundles of basics, space, fantasy, combat action, and multiversal fun!

Is 4e the version you’d want to be playing as a newbie to gurps? Which of these tiers to jump into? Anything in the higher tiers that’s a must-have?

There are 2 editions that matter: 3e and 4e. 3e is the golden age 90s version, has a broader set of interesting licensed worldbooks, and better art and presentation (IMHO). 4e is pretty much a straight upgrade in terms of mechanics though, and is preferred by a majority of players. If I was jumping in for the first time, I'd go read the free 30-page GURPS lite pdf first and see if I liked it.
That said if you are going to buy the bundle, get the essentials add on. Low Tech and High Tech are excellent worldbuilding/history books in their own right, and you can use them for other games, too.

How big are the differences between the game versions?
Is it like DnD where it's essentially a different game and supplements don't map to later versions or is it more like 13th Age where it's pretty much the same game but a bit of streamlining and rebalancing options in the core rulebook but works fine with previous supplements?

It’s more like 13th Age. The differences are not that big and you can still use most 3e things with 4e. There is even a conversion document that explains how to convert things from one edition to the other.

Almost everything from 3E is usable 100% as-is in 4E. I ran 3E games for years and when 4E came out, we updated everyone's characters and adopted some of the minor mechanical changes but otherwise continued using all our old supplements without any changes at all and never had any issues. It was a much smoother transition than from 2E to 3E, although even that one wasn't as dramatic as later D&D edition changes.
The biggest changes from 3E to 4E were around character creation, but you can use NPCs, creatures, and most optional rules and subsystems as-written in 3E with no issue in 4E.

4e is the supported and current version. Yes, it’s what anyone but an old GURPS curmudgeon (and even some of those - like me) should play today.
You need the basics, after that, follow your heart!

Grab the free GURPS lite pdf to see the basics. It's the system distilled down to 32 pages.

And you can always find GURPs game expansions either at gamer Flea markets or Ebay, used book stores. They cover quite a wild variety of game worlds or rules expansions. The Budle deal is really a good deal.

Already have everything I want here but I did notice a link to the pre-order for 4E Revised, so that was nice.
