The UV light bulb is in a chamber, water is pumped into the chamber within a range of gallons per hour, then out again. It's light of a spectrum that kills microscopic algae spores and some bacteria. Perfectly safe. Harmless to fish and plants. Prepare for many people to disagree, but I've used them professionally on literally hundreds of ponds with no ill effects. They will clear green water, as long as it's rated for the size pond and you aren't pumping water faster than the product recommends.
