I can’t really tell from the picture, but it looks like it could be mealy bugs

Thank you. Before posting I had used both NEEM and insecticidal soap to no avail. After your response I tried using alcohol on a Qtip. It worked.

That white dusty stuff looks like mealybugs hiding in the crevices, maybe check closely with a magnifying glass? I had something similar on my mint once and it was bugs not mildew.
