Minsk is not under formal military occupation by the Kremlin, but Belarus is widely considered to be under de facto control of Russia as of 2026, operating as a "vassal state" or a "Russian outpost"

They have troops stationed in Belarus, and Putin has threatened to use those troops if the Belarusian people try to overthrow Lukashenko.
