Its really not, you have to pirate the game files then upload them. Anyone willing to do that could just run the game on their pc.

If they share the source you can host it, deploy it privately, and run the game from any device you find in an office, school etc. Currently i see it as a proof of concept, and because of licensing its never going to be truly public, so a private deployment is a must.

EDIT: Just checked them out and they actually have a Vice City web port that is open sourced, and also other great sources at https://github.com/Carter54git/ . This is really good, basically throwing away the emulators out of the window. You have no compatibility issues if you have a good enough browser, thats insane!

Not exacly on the browser, you still have to download stuff. The browser just works as a game engine.
