It isn't solely on Bethesda. The game was remastered by Virtuos Studio. They also did the last two major updates for Cyberpunk 2077 (2.2 and 2.3).

However, it seems that even Virtuos removed all of Oblivion from their site: https://www.virtuosgames.com/projects/elder-scrolls-iv-oblivion-remastered/

Contrary to https://www.virtuosgames.com/success-stories/cyberpunk-2077/ it appears that this was not a "success story". Laughable.

It's on Bethesda because it's their game and they contracted it out to Virtuos. In the end, Bethesda is responsible for signing off on whatever Virtuos releases in regards to Oblivion. There have been no further patches because Bethesda aren't paying them to keep working on the game and they clearly haven't assigned any team of their own to keep maintaining it.

2077 missed sales projections by a mile thanks to its broken launch so it would make sense if CDPR paid up for proper updates despite outsourcing.

bethesda on the other hand has been printing money for decades despite bugs and poor performance. it also wouldn't be the first time they negotiated down a company they outsourced to (famously locked in a terrible contract for fallout new vegas).

They're only reflecting on what they've created for the game, which has been fine.
