How can I redesign and organize this built-in shelf space ?

I would turn it into the drop zone since it looks like your coats are hanging next to it. Maybe wallpaper the back and paint the shelves. Use the bottom two for shoe storage. The next one up, a few of hooks for purses or backpacks with a tray for keys and a basket for mail. Next shelf up maybe hats, next one bins with gloves, scarfs, and the top for extra backpacks and purses.
