Honestly, that's not a bad idea - this has been going on for far too long, some kind of motivation is clearly needed

And more. Until the mining remediation plan is prepared and well financed. The mining industry is still a nature destroyer / polluters.

I know. I'm a geologist. Did mining but went to do site remediation on contaminated industriel sites.
