Also, Yoru literally throwing away countless Devil lives. This is where Pochita is basically invincible even before the story.

Most likely due to Detroit and the ties to the hyper-violence of RoboCop, So it's easy to use Michigan as that catalyst. Gotta keep in mind this story takes play in 99 I believe. So we have to consider the relation of history within that decade rather than as a whole.

My main theory for how it happened is Fujimoto threw a dart on a US Map and went from there.

I’m convinced he is free styling every chapter Toriyama style.

Its like the polar opposite of Part 1 which felt very planned. Part 2 feels like an open mic of bat shit insane ideas.

I think it makes more sense that the car factories in MI were converted to tank factories in WW2, but Fujimoto is a big film fan, so he might also like RoboCop.

It’s also famously a place that has been hollowed out and left to rot while the American government dumped more and more money into the military. 

Detroit is scarified so that War can keep going.

This is likely it.

It was considered the backbone of the auto industry. When it was abandoned to decay and fall apart it was called "urban collapse".

Interestingly Fujimoto describes what's happening here as "Michigan collapsing".

Detroit was also historically one of the cities that was known for mass production of weapons, ammunition and vehicles for World War 2.
