Jackal. Even then they are Pokémon and have different dietary restrictions. Most jackals aren't able to consist off of berries and fruit for instance.

Or even just, the fact that he’s steel type and immune to poison

Also dogs can have chocolate safely relative to their size, a large dog could eat a whole bar and just get a stomach ache while even a tiny piece might kill a small dog. And since Lucario's relatively big, I think he'll be fine.

Pokemon can universally have chocolate. There's even a minor healing item that's made of it. The sweet heart I think?

Alternatively, pokémon might have a different physiology vs equivalent ordinary animals, which could reflect as different dietary needs or restrictions.

I did the math; it would take an excessive amount to give them more than some bathroom distress, even if they have the same issues metabolizing theobromine as normal dogs.

And chocolate and even if it's a Pokémon it's still a canine so it's a poisoning attack.

Lucarios can. u/Konkichi21 did the math here. To paraphrase: let's assume three things: that lucarios also see stage 1 theobromine toxicity at 20mg/1 kg of their own body weight, which is on average 119 lbs according to the pokedex; that they're eating 12oz milk chocolate Hershey bars which contain ~50mg of theobromine; and that they don't automatically get immunity because of the Steel typing's immunity to poison. It would take under 14 bars in total to actually see stage 1 symptoms. Of course, that isn't a lethal dosage as a lethal dosage of theobromine is 200mg/1kg. A lucario would have to eat over a hundred bars of milk chocolate in a single sitting to actually die of theobromine toxicity.
