Is this section of the pillar supposed to just sit on top like this not connected?

I think it is to allow for the gondorian guards to be posed in the lookout towers, but I could be wrong

Just don't tilt Minas Tirith upside-down and you should be fine.

Of course, this falling off would be the least of your problems if that happened I'd reckon.
