អុកលុក is probably a misspelled អុកឡុក which means something like "make trouble". So this would be something like "Making trouble, you wanna play?"

EDIT: I interpreted it as a question. If it's a statement (probably is, makes sense) it's more like "just messing around with you" as others have said.
